Relating to health; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Abstract

Imposes tax on inhalant-form nicotine and inhalant delivery systems. Uses moneys from tax to pay for mental health and substance abuse disorder treatment and services. Exempts retailers engaged primarily in sale of inhalants and inhalant delivery systems from Oregon indoor clean air requirements. Transfers specified moneys to be used to pay for medical assistance. Discontinues certain payments to hospitals for quality measures related to health care transformation. Increases cigarette tax and dedicates increase to medical assistance. Takes effect on 91st day following adjournment sine die.
